To facilitate a series of Behavioral Harvest Workshops for municipal officials in Kosovo, applying social and behavioral sciences principles to governance, and to contribute to the continuous improvement and adaptation of the workshop methodology through post-workshop analysis and reporting. The specific objectives included:

  • To co-facilitate and subsequently lead the facilitation of the five Behavioral Harvest Workshops.
  • To effectively engage municipal officials (Mayors and civil servants) from various municipalities in Kosovo (Prizren, Prishtine, Suhareke, Vushtri, and Gjilan), totaling 75 participants, around the application of social and behavioral sciences to governance.
  • To introduce relevant activities and nuanced adjustments to the workshop sessions, leveraging behavioral science expertise to enhance the participant experience and outcomes.

To conduct comprehensive market research, develop a robust business case, and design a viable institutional framework for the implementation, management, monitoring, and enforcement of a Deposit Return Scheme (DRS) in Kosovo, drawing on international best practices and addressing existing institutional capacities. The specific objectives included:

  • To conduct thorough market research and provide relevant data to inform the development of a comprehensive Business Case for a DRS.
  • To review the existing institutional set-up of relevant public institutions, analyzing their mandates, organizational structure, and staffing levels regarding DRS requirements, and to examine international institutional models for DRS.
  • To develop a detailed institutional framework for DRS implementation and monitoring, including identifying suitable models, relevant competences and capacities, enforcement roles and responsibilities, and necessary technical capabilities.

To provide specialized organizational development expertise and capacity building support to key governmental institutions in Kosovo’s water sector, including the Ministry of Environment, Spatial Planning and Infrastructure (MESPI), Environmental Agency, National Regulatory Water Authority, Hydro-Meteorologic Institute, and MESPI Water Department and Division, within the framework of the SDC and GoK’s Integrated Water Resources Management in Kosovo (IWRM-K) Program. The specific objectives included:

  • To assess the service delivery model and training services of the Kosovo Institute of Public Administration (KIPA), including trainer facilitation skills, and provide recommendations for improvement.
  • To conduct a comprehensive GAP assessment of Human Resources policies and practices within the target water sector institutions, identify areas for improvement, and develop a Human Resource Improvement Strategy & Action Plan.
  • To support the implementation of a country-wide Integrated Water Resources Management Training Programme, including the coordination of trainers and training workshops for civil servants.

Additionally, to build the capacity of Vocational Education and Training (VET) teachers and instructors in the delivery of this new curriculum. The specific objectives included:

  • Review the existing Occupational Standard for the Electrical Engineering Technician profile and provide recommendations for its update and improvement.
